But looking at the country today, that history feels very distant.
Haiti is currently the poorest country in the Western Hemisphere. It is going through political crisis after political crisis, rampant chaos, foreign interventions, and disaster after disaster.
Instead of moving toward development, Haiti seems to be sliding backward into poverty.
So, it is fair to ask the question: "Who really controls Haiti?"
The Uncomfortable Truth
While Haiti currently has a transitional government in place, many observers argue that the country is mostly controlled by three world powers:
- The United States
- Canada
- France

Almost every Haitian knows this.
If you spend just one day listening to Haitian media, you will quickly learn that Haiti does not function like a sovereign nation. Instead, it operates like an unofficial protectorate of the US, in collaboration with the French and Canadian governments.
The ambassadors of these three countries often seem to have more control over Haiti’s future than the Haitian government could ever dream of.
How Control Works
The influence of the United States, Canada, and France is not subtle. Here is how it plays out:
- Elections: They heavily influence who becomes president or prime minister.
- Global Politics: They often select who Haiti votes for (or against) at the UN.
- Policy: The United States specifically has significant control over Haitian government decision-making.
As a result, foreign interference has become a massive problem in Haiti.
The Visa Threat
How do they maintain this control?
If any members of the Haitian parliament or government officials protest, there is often an immediate threat: cutting off their visas.
The threat of losing access to the US, France, and Canada usually gets politicians to fall back in line and go with the flow.
This is crazy, right?
Well... unfortunately, this is Haiti's reality.
A Leadership Vacuum
This dynamic is made possible because many local leaders lack backbone. Critics argue that too many officials are:
- Selfish
- Greedy
- Corrupt
They will often do anything for the "greenback" and to protect their own personal interests, rather than the interests of the Haitian people.
So, Who Controls Haiti?
The answer seems clear. Haiti is controlled primarily by the United States, France, and Canada.
